The groups get a percentage of sales in exchange for working for free. I don't know how the numbers add up, if the BC saves money or not.
But it can be frustrating because they don't know what the heck they're doing. They get a few minutes of "training" before the doors open and there are a couple of full timers at each stand but it slows things down no doubt.

Even 6 flags has volunteer groups in their food stands and games. I've worked there a couple times for fundraisers. It's incredibly common and apparently it makes sense financially. Lambeau concessions are always volunteer groups. Seems like it is the norm.
