Correct. That's the main reason.
Bonuses are classified as likely if the player achieved those benchmarks the previous season, and they are classified as unlikely if the player did not achieve those benchmarks the previous season.
If not for the current rules, which I do agree are quite draconian, teams would be loading up contracts with as many unlikely bonuses that are, actuarially "likely" enough for players and agents to go along with that structure, just to reduce their exposures to the various thresholds (salary cap, luxury tax, first apron, second apron).
