With Paypal, you can do "friends & family" so there's no fees, but there's zero recourse if something goes wrong as it's meant to be used to just send money to people you know, not for buying stuff.
But even if you do the traditional "goods & services" option which comes with Paypal's "Buyer Protection", there's nothing to stop scammers from just not sending the tickets. You can file a dispute with Paypal but then it's your word vs the seller and without any proof on either side, Paypal will side with the seller pretty much every time. It would be different if there were physical tickets and there's no proof of tracking sent, but with e-tickets you'd be screwed.
So yeah, if you aren't going through a intermediary like Stubhub, SeatGeek or Ticketmaster resale, you'd better trust the seller 100% if you are blindly sending Venmo, Zelle, Paypal, etc.
