Kind of. The 2nd sentence was tongue in cheek. It was made clear that it didn't make sense from any standpoint to sign a contract this season. He would be leaving a lot of money on the table on the back end of the deal. I don't think he outright said he would sign it next year.

Putting the "so I'm gonna sign it next year" within the direct quote is a pretty stupid thing to do if he didn't actually say it. It doesn't sound like something he'd say which is why it caught me off guard.

Agreed. He might have said it, but after the first sentence he got very jokey. It sounded very much like the only thing stopping him was that he would be leaving 80M dollars on the table.
EDIT: I watched the video. I hope it wasn't tongue in cheek. It probably will not stop the main media outlets from running with him hitting free agency.

He will extend as long as we are winning. Which we should be doing a ton of. It is in his financial best interests to wait until the offseason to do so.

The fact that his agent tweeted the quote, he could have stopped after a lot of money... I think their is an awareness that making this comment and then his agent tweeting it hopefully quiets the national media. He is committed to winning first and knows that the distraction as he and Dame are learning to play together could become problematic.
Dealing with people who exhibit the "smartest person in the room" syndrome can be a challenge. One approach is to listen their opinion while also encouraging open-mindedness. It's important to create an environment where all voices are valued.
