Good point. Also while every player might want to eventually opt out and play for a big market, it doesn't necessarily happen. Otherwise it would only be the Lakers, Knicks, and Bulls making major free agent signings. Granted they have an advantage in the marketing aspect and places like Miami, Orlando, and Phoenix do well with weather. But like you said team success and who has the cap room also play a major part.

If Mayo is clearly the best player available you take him and have 3-4 years to show him this is a great fit for him.
