I believe this marginal change in talent doesn't come close to the changes you describe. You'd have to dip down to 16-20 teams to start seeing a real effect.

The logic flaw with NBA expansion diluting talent is that the world's population is also growing. In the US alone:
Current estimated population: 306 mil
2000 census: 281.4 mil
1990 census: 248.7 mil
1980 census: 226.5 mil

If we assume similar percentages worldwide, there should be 9% more elite level basketball players now than in 2000, 23% more than 1990, and 35% more than in 1980.

And clearly your numbers are under estimating Biff, because I don't think it considers Shawn Kemp's attempt to populate a small country on his own.
