No doubt in my mind. He's one of the best leapers I can think of in recent memory. Certainly above 40. He's ~6'6 in shoes. If you watch this video you will see most of the time his head is easily into the net, and there are some where the crown of his head is roughly equal to the net. The block offa 2 steps around 1:20 is a good example of this with his shoulder in the net lol.

I wouldn't be shocked if he's in the range of 39-45 which is absurd. I'd peg Derozan in a similar range but I doubt he has the same max vert(38-42?). Plus I think williams has a quicker leap or at least seems to be able to leap in different ways more effectively than most. One footed, 2 footed, Flat footed, 1 step, 2 step, 1 step 1 leg, 1 step w\ 2 foot gathered, on the run, etc. Just an opinion obviously.
Now if only he had a killer jumper!!
