Ability and willingness are two completely different things. He certainly might care about the checks he's writing, and I'm not criticizing him for doing that here. But it's not accurate to say that he couldn't afford to spend more.

We're talking about billionaires spending millions of dollars as a hobby. You see contending teams spending money like it's going out of style all the time. An owner who gives out the biggest contract ever is likely going to be willing to spend what it takes to win, don't ya think?
