MIN GETS: Eric Dampier
CHA GETS: Delonte West and creating an $8.5 mil TPE
Why for MIN? Dampier's deal is fully unguaranteed, so they can waive him and save the $500,000 of guaranteed money on Delonte West's deal, resulting in a bit more cap space.
Why for CHA? Even if they don't want to keep Delonte (and they might), this deal turns Dampier into part of a TPE. CHA is over the cap, so if they can't find a Dampier trade and are forced to waive him (because the Bobs don't want to write monthly checks on a $13 mil salary when the season starts while they are waiting for a deal), they lose any chance of retaining trade value. The TPE is good for a full year.

I would expect that CHA is doing their best to trade DUST right now, and it doesn't appear that there is a deadline that he has to be waived by .. except for one. The Bobcats don't want to write that first paycheck into his $13 mil salary, so he'll be gone by then.
Unfortunately, their timetable may be moved up if they want to waive Delonte West, since that needs to be done by August 3rd (Tuesday) before he becomes fully guaranteed.
If CHA wants the TPE, they could trade Dampier for any of our players. They signed Livingston, but they only have his and Augustine .. I wonder if they'd take Telfair and create a $10.3 mil TPE instead of West and the $8.5?
We could send Steimsa and ask for some cash or other incentive as well.

would it be to our advantage to keep Dampier as extra flexibility in a trade since we can take back 125% of his salary vs cap space where it'd have to match exactly, or am I missing something there

Good point. His salary can be 125% + $100,000 and TPE's are only 100% + $100,000. However, there are downsides:
1. His contract wouldn't be added to our current cap space, and it would be less flexible.
2. I can't think we'd keep him to the point where we'd have to start sending him some very big checks.
3. Kahn the "I want to help wayward NBA'ers find a home!" guy from last summer would be keeping Dampier from finding a new job. We wouldn't play him.
None of these are impossible to deal with -- #2 probably looks scary if you're Glen Taylor, but we'd probably have a little time.

intriguing, i would love it if we could somehow involve a swap of livingston for telfair. that would be amazing. (i still think livingston has alot of potential in the right enviornment)

I could see Kahn doing something like this. Smart financial move. I think Charlotte would be interested in adding West too, they don't mind taking a few risks (Hughes, Thomas last season).
