I'm not sure what you're basing this on. When Carter arrived to the Nets we were not even a playoff team and he made us a playoff team. Like Rod Thorn said, he saved us when things were looking ugly after losing some key components of the core of the team that played 2 finals early last decade (Martin, Kittles). The guy stood up for the team and, unlike Kidd, remained loyal to the organization even tho he was wasting his last great years on a rebuilding team (his last 2 seasons as a Net). At age 32 he was still averaging 21-5-5 with the Nets, mentoring the youngsters (who loved him) and keeping an atrocious team in the playoff race until the last few weeks of the RS. He left and the next year they won just 12 games.

Sam Smith reported on the Bulls website that Carter is expected to receive numerous offers. I don't think he is going to sign with a rebuilding team like the T'Wolves.

Older does not necessarily mean better.
