They should bring it back in next CBA as a "C-list" issue, but only make IR/>15-player exception(s) available to teams under the cap (not sure if it was available to every team in past or not). That way, developing teams like TWolves could potentially bring in an extra vet or keep an extra 2nd rounder on the roster, increasing small-market team's chances to be competitive sooner. Potential for more union jobs and greater competitive balance.

I love the thought, but the reason lots of these 2nd rounders and D-Leaguers and such go "undeveloped" is because either they really just don't have the talent or there aren't enough minutes to be had, not because of roster space.
