I'm pretty sure they do, incentives count against the cap because if they didn't all teams would be doing that with smaller contracts.

And? It could have been agreed to unofficially before July 1st, officially agreed to the 1st and then signed whenever he was in town. Is it not a priority for Wiggins? Agreeing to it doesn't guarantee anything. Considering the time zone difference expecting negotiations to happen while he is in South Korea or something doesn't seem realistic.

If they don't pay him incentives they wouldn't be counted against the cap. From time to time I read about how someone hit their incentives where it's altered how much money a team is under the luxury tax.

It depends.....

There are three categories of allowable incentives: performance, academic/physical achievement, and extra promotional. The latter two categories are always included in the player's salary and team salary amounts. Performance incentives are classified as either "likely to be achieved" or "not likely to be achieved," with only the likely incentives included in the player's salary and team salary amounts. The determination of whether an incentive is likely or not likely is based on whether the criterion was achieved in the previous season. For example, if a player had seven assists per game the previous season, then an incentive based on seven assists per game would be classified as likely to be achieved, but one based on eight assists per game would be classified as not likely.

If either the league or players association feels that the previous season does not fairly predict the performance in the current season, then a jointly-selected expert determines whether the default classification should be overruled. Unlikely bonuses in any season are limited to 15% of the player's regular salary in that season. In the first season of a contract the base salary, likely bonuses and unlikely bonuses must all fit within the salary cap or exception. When determining whether the team can sign a contract or extension that includes an unlikely bonus, its room (cap room or remainder of an exception) is reduced by the sum of the unlikely bonuses for all players who signed that season. This prevents a team from signing multiple players to lower salaries but with lots of unlikely bonuses that collectively exceed the cap room it has to offer. For example, suppose a team has $10 million in cap room and signs a player to a contract with $5 million in base salary and $750,000 in unlikely bonuses. The team then has $5 million in remaining cap room1, and can sign another player for $5 million with no unlikely bonuses. But if the team also wants to include an unlikely bonus for this player, the player's full salary (including the unlikely bonus) cannot exceed $4.25 million (the team's remaining cap room minus the $750,000 unlikely bonus given to the other player).

Giannis also took less then the max. The simple fact is if both sides were ok with the max they would have done it already. Like I've mentioned, it can only hurt Minnesota doing it now if Wiggins suffers a career altering injury, the same reason why Wiggins would want it done as soon as possible.

a guy could make their agent Power of Attorney to physically sign the contract I would presume. So the agent and the client can phone/videochat over the details of the actual contract, the client can give verbal consent to sign, and then the agent can physically sign the contract.
OR, not sure if they have Electronic Signatures yet set up so they could physically sign no matter where they are.

You're absolutely right, why clear a few days out to sign a 100+ million dollar contract when you can take your time and risk something bad happening. They do have their priorities!

Sure hope Minnesota gets max production from him... Towns and Butler, doesn't seem quite possible but hey, "potential". I get the Timberwolves needing to bet on his potential based on last years' roster, but they've added a top 15 if not top 10 player and Towns looks like the real deal. Wiggins, not so much yet. Wiggins' contract could make or break Minnesota's championship chances.
Just remember to add Town's max and Butler's next max contract in there(could be the 3 of them taking up 90%+ of the cap), not much wiggle room and a lot of near minimum and rookie contract players having to be in the rotation.

1. Looks like you don't understand green font.
2. I'm fine with going on the record saying Wiggins will never be worth a max contract while Towns and Butler are on the team.
3. Wiggins and his agent have only known about the date to sign a 100+ million dollar contract since Wiggins was drafted #1, so yes, I find it a little puzzling that he nor his agent had carved out time to get this done, it's only been on their schedule for a few years. Kinda makes me think the max wasn't being offered hence Wiggins' party not being around to deal with the owner till the max was being offered.

I don't think there was ever any doubt about this. I believe Taylor even mentioned pushing for 2 5-year max contracts in the new CBA specifically for this situation.
