If you're not renting a car, you'll need to stay in either downtown or out by the "Mall of America" on the light rail line;

If you're renting a car, you can grab a cheap, and boring, room in Roseville (or any suburb) for $60, about 5 miles from target Center. If you have a car, and want to stay in downtown Minneapolis, be aware that many hotels may want to charge you $20 to $40, a day, to park it in their lot, nobody else does that...
2 or 3 beers and a burger may run you $15 some places, and $30 others. It depends where you go, and when. These guys make excellent pizza,and are 2 blocks from Target Center, their menu;
