I don't think there's any way a team can take on Elton Brand, and the $50 mil he has left on his deal, even to get the #2. Turner may be great, but he can't earn that much money back. Moreover, PHI is hemorrhaging money, and will be over the lux next year, so they need savings immediately.
If I was making an offer for MIN, I'd do something like this (post's trade)
UTA GIVES: Kirilenko + #9
UTA GETS: Prince (exp) + Gomes ($4/$1 mil) + $8/$5 mil in raw cap space
DET GIVES: Prince + #7
DET GETS: Jefferson
MIN GIVES: Jefferson + Gomes
MIN GETS: Kirilenko + #7 + #9
then
MIN GETS: #2 + Kapono ($6.6 mil)
PHI GETS: #4 + #7 + raw cap space
PHI would get two good lottery picks, and the cap space that would save the team between $15-16 million dollars.
Dalembert's off the books next year so they can stay under the lux, and probably fill his spot by drafting Cousins. I'm not sure who'd they get with the #7, but he'd be a decent young inexpensive player with upside.
The two deals cost MIN #4, Jefferson, and about $10 mil of their cap space for #2 and #9.
