Trade Question

I heard somewhere that during this period (July 1st until July 8th) that there were not allowed to be any trades. A team could agree on something, but nothing could actually go through until after the NBA fiscal calendar began on the 8th.

Could anyone confirm or deny this for me?

Also, could this mean that something happens tonight? I know many think that Lebron needs to make his choice first, but I wonder if there could be trades that are going to happen in order to leverage position.

It is a period during the month of July in which teams may not sign most free agents or make trades.

I would think they would all be announced just like the signings and then finalized the 8th.

CHI's cap-space clearing trade with Hinrich didn't come into effect until today.

I don't know if that means anything to LeBron's decision, or is merely circumstancial.
