Multiple reputable sources have indicated otherwise. Initially I assumed the same thing, but I'm not afraid to admit I was wrong.

Interesting. My experience with them is they wait until they are sure they have things nailed down before publishing. Often days after the contract is reported. However, I'm new to them and haven't utilized them for Basketball contracts before.

Can we not use one of our two TPEs to sign someone as well?

I don't believe so, since it's a TRADED PLAYER exception. So it can be used to absorb Napier I believe.
