How Do I Make Animated Avs and Sigs?

I was wondering if someone could recommend a good photo editing program to use, so that I can tinker with a couple of pics and make a new sig for myself.
Some people really have a way with words. Other people... not... have... way.

I don't use them, but Photo Shop is the obvious answer here.

Thanks, but I don't do much photo editing (as you could probably guess), and I'm not paying $500 or whatever for as little as I would use Adobe Photoshop. I'm thinking more freeware, but the stuff on cnet doesn't seem to allow me to do everything I'd like. Any clues?

It's essentially the free alternative to Photoshop. I have only used it sporadically but it seemed like a solid program. It essentially has all of the main features you need to do what is done in Photoshop on an amateur level.
