The Sixers have followed that pattern for a few years now and I have yet to hear of any stars like Aldridge, Love, Rondo, Butler express interest in Philadelphia despite having tons of cap room. Being the Sixers without draft picks is what you're proposing.
It's a total myth. I can understand the logic of not wanting to lock into a sketchy core but whoring out for cap space while we gift Boston a lottery pick isn't helping our cause. Any free agent can simply choose Boston instead of here.

I absolutely do want unlimited cap space to make a run at Durant and whoever else but not at the sake of stripping the roster to bare bones while simultaneously making Boston or Philly look better options.
Something has to be in place to make it semi-attractive aside from money, arena and location.
