They are going to ease restrictions as the city hits specific benchmarks, which is the correct and measured response.
Adams is a tool, but I absolutely agree with using scientific data to drive when restrictions are lifted. I predicted the mandate would be lifted by March and we are headed there quickly.

I think he avoids this under the exclusion you stated. He wouldn't be able to practice otherwise.
