Yeah DC got a young Mob. They doing the way I wish the Knicks would have did when Leon first came with a home grown squad.
DC GM literally was taught by Presti in OKC. This only his second year on the Wizards and they turning it around already.

ANNOUNCEMENT
Prop 1
Draft and Stash Rule
Each team gets one no-cost exempt slot, available only for second round picks drafted by that team. Once a picked player is traded that player is no longer eligible for this option. Once a player is "stashed," callups may only happen during subsequent offseasons, as with other exempt list players. Called up players are assigned a salary in accordance with their draft position. A players rights may be held indefinitely.
Once a player is assigned to a "draft and stash" slot, a GM can:
1. Renounce the players rights at any time, reopening the slot for future drafts and sending the player to the free agent pool, as applicable
2. Trade the player to a team whose "stash" slot is open or trade for another player on a "stash" slot.
3. Call that player up to their roster in subsequent offseasons
4. "Draft and Stash players must be declared prior to the free agency period following that draft."
Prop 2
Modifying the over the cap rule of 10%
Tier 1: 20% over the cap Top 5% of the league.
Tier 2: 15% over the cap Top 30% of the league.
Tier 3: 10% over the cap remainder of players.
Each team would be allowed to apply this to TWO players on their roster they held bird rights on-
for each off-season.

Bish clarified that it wouldn’t qualify with the amended version GMs wanted. We were voting on Proposal 1 as it was written (without any amendments or revisions).
As constituted there was a clear loophole that could be exploited. As such, GMs who voted YES with the suggested amendment, likely changed their mind once realizing an amendment wasn’t possible this rule submission period.
From the outset I was pretty certain you can’t propose a rule and an amendment during the same period. The burden rests with the rule author to propose it in it’s complete form to be voted on.

Oh ok maybe GMs did vote via PM but changed their stance based on what you’re saying. It’s possible. No way for us to know I guess.

I would have voted yes if there was a time frame limit put on keeping one singular player on the draft and stash list since it didn't just count for overseas players not currently in the NBA and was included on domestic players. It would have made picks #31 and all the early 2nd round picks way more valuable than late 1st round picks because you could have just had a player contract not count until the player was really good (or when the team felt the SIM would catch up to real life production).
I get trying to make 2nd round picks slightly more valuable (but not at the expense at make them more valuable then late 1sts). The 29th pick contract clock starts right away so you basically better hope that player find playing time IRL early but the 32nd pick in our draft you have all the flexibility to stash him for 3 to 4 years if you want for him to be an impact player to start his rookie contract. That was my main concern.
I think a 1 year draft and stash limit that gives the team a full year to evaluate a 2nd round pick and decide if they want to activate his contract or release him is more than fair and then the team can just designate a new 2nd round pick into that slot makes more sense to me. I just didn't like the rule being "infinite" too much loophole for my liking personally.
