You should respond to every single offer IMO. Then if I see something I counter or be honest with the other GM. At minimum you build a rapport with someone so if somethings comes down the line they think of you.
Too often the common courtesy / rapport factor is lost on some of these GMs.
I’ll never understand GMs who leave people on read, refuse to counter or offer any perspective on why they decline a proposed deal, and largely fail to see value in a simple human element such as negotiating with candor and timeliness.
I’ve created solid relationships with fellow GMs just by being willing to answer PMs, close gaps on trade views via open communication lines, and having a strong enough rapport that we could work through difficult multi-team deals to close when at times it didn’t always look promising.

But “some bs” is based on perspective. Perhaps an offer can be improved upon once your counterpart understands your needs/wants.
Like me, myself… I’ve never purposely sent anyone a bs offer. Why would I wanna waste either of our time?
Now maybe I didn’t understand their current vision or position. Which made them think my offer was “some bs”, but at that point it’s up to them to communicate what could get the gap closed (or understand how wide it truly is). Then we could ascertain if anything can get done.
But it’s impossible to get any deal done if there is no communication in good faith.
