Your scenario is for the full rebuild and your willing to dig in with years of losing, because that team is gonna lose and lose ugly. With that in mind, missing the 2016 pick is beyond a huge problem as that will in fact be a lottery pick....it's just two years away.
Your rebuild plan is better suited for us to start after Phil leaves which will be 5 years from now and hopefully we will possess ALL of our picks in consecutive succession so that we have a steady flow of young prospects rated decently coming into the NBA.
Your plan is not wrong. It has kinks, but it's not wrong.
That being said Phil is not here to rebuild from the ground up. He was brought here to keep and build around Melo and you need to put your foot on what I'm saying because it is no lie. Phil is 70 years old with a 5 year contract, this is about winning now. With this team as constructed, you do in fact need to keep Melo at all costs. He is the key for recruiting free agents to come here in the next few years. The difference between having Melo on your team recruiting to not having a Melo here to recruit is the difference between your big free agent signings being Gordan and Frye or your free agent signings be Gasol.
I would have to do the math again, but I believe we won't be able to offer a max contract (or close to it) if melo is making his max with proper raises.
I think if he makes 20 mill next season, we would be close to being able to offer the max to someone like Gasol.
Again, we really need someone to break it down for us without the mistakes that I may have made.

No one can break it down properly due to the fact that we don't know how much the cap will be.
It's also a lot easier(not a given) for a player to leave a little money on the table knowing they are joining a star already in place. If Melo take a little(again, not a given) less then you would have a little more room as well.
Also who's to say JR and Jose will even be here by next off-season if Melo is here?

This was assuming a 65mill cap and some other assumptions. Like you said, hard to say, but I think Melo at 20mill makes life a little easier for everyone. At 18mill per, it makes life a lot easier.
From my breakdown, I want Melo at 20 mill. I am unsure how much his max is, but it would probably be 24mill or so in 2015/2016.
That 4 mill means a chance at a max cat would come through letting Shump go and his cap hold of 4 mill and hoping JR opts out or moving a few million through trade (like THJ).
