There are plenty of good riddles that have relatively long answers, such as the one with the three light bulbs and three switches in different rooms. I think mine is pretty close, the only thing that bugs me is the hint, which I haven't found a way to match up yet. I agree about one thing though, a good riddle + answer should make you go "aha" or "ohhhh" and not "huh yeah I guess that sort of fits".

Simple, its one cent per block. He gave the driver a dime so therefore after 10 blocks he was kicked out. It never said he communicated anything to the driver about taking him 13 blocks, it just says he gave the driver a dime to drive him 13 blocks. Just because he wanted to go 13 blocks doesn't mean he could if he only payed for 10.

The reason the driver accepted the fare was either because he didn't realize he was only 12 blocks from the streetcar's final stop, or just that he couldn't give change back anyway, since it would have been less than a penny (if it's 10 cents for 13 blocks, that comes out to less than 8/10 of a penny for each block- or about 9.23 cents for 12 blocks).
Slick, i like that. Only part I dont really follow is why the driver would agree to take someone 13 blocks. Driver should know thats not possible imo. And if you see someone coming on board with a drum you should already know whats up and be on edge.

I didn't read the other responses, so pardon me if someone said this already.
I think the answer is that after traveling 13 blocks, the streetcar arrived at the 10th block. That's where he was kicked out. The streetcar fulfilled its end by going 13 blocks, which ended up being the 10th block.

Hmm maybe something to do with this: http://en.wikipedia.org/wiki/Wood_block . I also think that streetcar driver may be the drummer, which a random person gave him a drum ( which may be a different drum than we thought, like a wooden block? ) and sticks to 'drive' him 13 blocks which may mean playing music in that time
I think the answer would be totally different than something like this but I wanted to point out that, we should think differently.
