Also it may appear that I am picking on Toronto, Milwaukee, and Golden State but they are the 2 teams with the most free agents of any consequence and likely cannot retain them all, maybe GSW can after most recent moves though..

Yes it would be, worth it putting Boogie on exempt for that. 305 for 1 year would essentially land any player not named Booker or Sabonis
