They're definitely acting on the the latter choice now. The first is no longer a viable option.
 
Hmm I stand corrected. They need to realize that the middle is the most important group and, whether they like it or not, the independents/middle are more socially liberal. Gonna have to give in on social issues (among other areas) if they want to restart the party...which they should do.
 
To rebuild, they'll need to do that. We are definitely moving into an era where a blend of social progressivism and fiscal conservatism will probably be the winning political formula for getting elected. Whichever party or new coalition gets that formula right could be in power the next 20 years.
The thing about fiscal conservatives from the right wing that no longer will work for them politically is they lied about wanting less government for decades. A newer transparent approach will probably be helped by some shrinkage in military expenditures and a subsequent re-allocation of federal dollars into domestic infrastructure products and things like clean energy, both of which create jobs. 
Whomever can pull that off will win the majority on a national level because the portion of the population that can hear dog whistles will be in decline.
If that doesn't happen, then we could see even worse factionalism. There needs to be an emergence of some prominent leaders on a national level who have the ability to educate about policy choices and sidestep the partisan wars. 
I know there are multiple important issues to address, but my # 1 issue now is carbon emissions because if we don't have leadership that makes major moves in the next 10 years it won't matter. The coastal cities of the world will get wiped out much sooner than people are admitting to themselves, 100's of milllions will have to relocate and crops will be destroyed. It is going to make the current refugee crisis look like a picnic. This requires immediate action in the next administration.
