its might just be talking about a swap or protections but players/picks can be agreed to

They just have to figure out which papers to sign and who to fax then book tickets for players moving and type up goodbye letter for them all of this takes months/years to complete.

...but if people are tweeting and reporting that it's a done deal but they are still deciding players and picks then it's not done, the done part is players and picks are already decided on.... that's what done means.
