a dime could also refer to a tenth so maybe he gave the guy a penny if he had 10 cents left. I think he paid 10 cents for each drumstick and the streetcar kicked him out on the next stop which was 10 blocks away...just like a bus driver kicking a person w/o a metrocard on the next stop.

Streetcars aren't taxis, they were more like trolleys on light rails. Some cities still have 'em.

My guess, the dude was a beggar (only $1?), bought some instruments to play to a crowd and make more money, and got himself kicked off the streetcar for disturbing other passengers.

The drum was taking up a spare seat. At the tenth block, too many passengers boarded the trolley and the drum no longer fit on the trolley.

Yeah - That was my first thought.

If this isn't it, then the riddle is stupid, because there are too many other ways to explain it that aren't accounted for in the wording of the riddle.

i was thinking that maybe the dime was changed in 1946, after WW2, so maybe that had something to do with it, but the bold part is what gets me...

lets say he got on 1st street, 10 blocks later is 11th street but his destination is 14th street...

I know this is a stretch, but maybe this is the answer?

I'm at the school library and I couldn't stop looking at this joke.

At the end of the sentence it says "On the tenth block they kicked HIM out." Take HIM out of the previous sentence and you have the following sentence.

He gave a streetcar driver a dime to drive 13 blocks. 10 blocks to drive 13 blocks, but the him is kicked out, so they didn't have to drive him?

The "kicking out" angle is the confusing part. Anyways, here's two possible solutions (or part of the solution) to the riddle.

1. There is no stop at the 13th block. The nearest stop is the 10th block, the next stop would be past the 13th block.

2. Thinking of San Francisco streetcars, the 10th block is at the top of a large hill. The 13th block would be at the bottom of a large hill. It'd be easier to lug your gear down a hill then up it.
