He just doesn't look like himself and is playing horrible

He really has no choice, when he chose the dollars, he chose to wait.

Idk about that fam, I do think his eyes are set a few years away. He wont admit to deliberate tanking, but he knows this squad is nowhere near competing which in essence is tanking.
Even using Bynum, Bynum was starting decently in year 2, dominant by year 3....I wouldnt be so sure Phil isnt willing to take that risk at the expense of this season. the cap space is always there until he spends it.
