Might have been discussed already, if a player medically retires does his contract still counts towards the cap?

Can't remember the exact details with Alan Houston, but I believe he medically retired and we were handcuffed for 2 or 3 years after with what was at the time one of the leagues largest player salaries. Can someone clarify?
