Nyu is not a top school at all. I got accepted and rejected it . Also top schools don't mean jack. Id rather be the best student at an average college than someone competing against other top people. Cuny jobs are probably the way to go because it's a government job and standards are slightly low. Once ur in, u never want to get out .

If given a choice I would rather work at NYU than CUNY

I currently work at Columbia University and worked at a CUNY school. I could tell you that I've never been in a job/career where people quit within 6 months to a year. The position I'm at is really demanding and just non-stop deadlines. So yes, there's a lot of admin jobs but you should have some experience and know what you're talking about. My advice to you is to just keep applying and good luck.

I think the better answer is "It depends", as in depends what you want to do with it, depends what you want to study, depends what you consider a "top" school. The 20th school nationally? The top 10 only? The top 40?

Even for all those, I'd still agree with you - mostly. I think the biggest question is what is top? I'd say NYU qualifies as well, from what I know of it, which is a decent amount for not attending it.

You omitted the most significant piece of information, if you want some real advice: what did you major in, what do you want to get your phd in?
If you are in the medical sciences, than your proposed ‘path’ makes no sense
