I know you like Zo but I think If we don’t trade him somebody’s going to offer him more money then we can pay in the off-season.
I'll take a shot at this. 
This was always an issue, right out of camp. CLee did the team a favor by agreeing to be "neck hurt" so they could sort it out and it not be even worse. 
In no particular order:
PG: Burke/Frank/Mudiay/Baker? (who cares)
SG: THJr/Zo/Dotson/CLee (doesn't matter)
So, reality of the rotation:
PG: Burke/Frank/Mudiay
SG: THJr/Zo/Dotson
THJr is under contract, is making 17 million a year, probably isn't that easy to trade and in spite of the fact I love to beat him up, is decent
Zo provides what Burke does with greater efficiency and more height
Zo is maybe a better PG than Burke and certainly no worse
Dotson has played well in like 90% of games he gets a chance to play in
Dotson can play some SF
Mudiay has played well at PG, BUT is not under contract next year
Frank hasn't played well at PG but has played good defense and IS under contract next year
Easy short term answers:
Cut Baker when it's time to sign Zo
Trade Burke for whatever as he's not terrible, he's just redundant
See if Fiz can solve Frank or Frank can solve Frank but it's not an emergency as it's a tank year, Mudiay is here and Zo can handle some PG
Continue playing Tammy
Play Dotson at back up SF
Ultimately, if anyone is a fan of Wario, either this pushes him to the bench or Dotson - still kind of an extra player. OR Frank gets extended DNP's as Zo picks up anyback PG minutes, even AFTER Burke is traded. And this would STILL be dependent on CLee not playing
Easy moves are cut Baker, trade Burke, but Knicks might still need to move two players - or, it's like other clubs, they battle it out and some players just have to sit and a player someone likes is going to sit. And trade CLee, if possible (might be easier said than done)
TLDR - cut Baker, trade Burke
