RULE CHANGE PROPOSALS
Voting on all rule change proposals will be open until October 1st. Majority (16) yes votes are needed to pass each proposal. Vote via PM please so I don't miss a vote in the discussion thread. Feel free to discuss either/both proposal in this discussion thread if more clarification is needed.

BAF SIGN & TRADE PROPOSAL
Once a free agent player's incumbent franchise wins a bid on the player, effectively re-signing him. That franchise would then have an initial 24hr window from the winning bid announcement time stamp, to pursue a S&T of that player with another team, if they so choose.
The incumbent franchise who's won the bid to re-sign their own player, must then notify the commissioner via PM, within the initial 24hr window of the winning the bid announcement, of their intention to S&T that player to one specific team.
That time stamped PM sent to the commissioner, would then start the clock on a secondary 24hr window to execute the S&T with the specified team.
If the trade is not consummated within the secondary 24hr window of the S&T time stamped PM that was sent to the commissioner, the re-signed player then becomes subjected to the January 15th newly signed free agent trade moratorium rule, and is no longer eligible to be moved before the aforementioned date.
TAKEAWAYS
• Team GMs can only pursue S&T scenarios for players they hold bird rights to, whom were on their roster at the end of the previous BaF season

• Team GMs can hold preliminary unofficial S&T discussions throughout the free agency process with as many team GMs as they choose. However, once a bid is won by a team to re-sign its own player, only one specific team will be permitted to be communicated to the commissioner, via PM by the GM of the winning bid, for the official secondary 24hr S&T execution window
• The player must receive a contract of at least 3 years minimum
• S&T's can't be executed once the BaF regular season has started
• All S&T agreements are subjected to the legal terms and conditions of the salary cap constraints

PROPOSAL TO AMEND NO TRADE CLAUSES
No trade clauses should be reserved for top of the league players who have earned that distinction.
- Proposal- To limit NTC's only to players receiving a minimum $100/year contract offer. Anyone not good enough to receive a contract of at least 10% of the salary cap should not be receiving a no trade clause.

If a team decides to "freeze" a contract, it will simply carry over to next years roster as is. The deadline for teams to decide on their Exempt List players will be Tuesday, June 30th at midnight. The 1/2 next to the team name shows what round of the draft each player was originally selected in. If the player is a round 2 player, the team will need to exercise the third year option in order to hold that players Bird rights going into free agency. Also, the option will need to be picked up in order to give an extension if a team wanted to go in that route somewhere down the line.
Any player with an EL next to his name is also on the EL. Teams will need to submit their EL yes/no before they can accept/decline the option year.
