RULES

Salary Cap- $1050 hard salary cap for 2022-23 season (becomes a soft cap each offseason only as far as resigning your own players- see Free Agency).

You can go over the salary cap to resign players that have been under contract for 3+ years by as much as 10% of the current salary cap but there is a hard cap (See Free Agency). Any team over the salary cap can not sign other teams free agents or take on any money in trades.

If you are under the salary cap, you can take on money in trades without satisfying the 125%+$1 rule as long as the trade does not put you at or over the cap.

The salary cap will rise 1% every year.


Initial Draft- There will be a minimum of nine players up for auction at a time. Players will remain “free agents” until no legal bid (a bid that would win the player) has been made on them for 4 hours. The clock begins when I post the leading bid in the draft page not when the bid was made. Once four hours passes without a new leading bid, that player will “sign” with the team with the leading bid and another player will immediately be put on the auction block. Bids can be made by any team up to their max remaining bid, but teams can only bid on one player at a time. Five years is the maximum years allowed per contract. If there is a tie in money per year, the player will sign with whichever team offers them more years. If there is a tie in both money and years, the player will sign with whichever team made the first offer. All leading bids will be open for all teams to see although it won’t be made known which team made the bid. Leading bid will be the first legal bid received in my PM or email (bish1324@gmail.com). The commissioner will post the bids which would be needed to beat the current leading bid on the auction page.

Changing the years obviously will change the amount of money needed to sign a player.

The clock will go to three hours and eventually down to two hours per player at the Commissioners discretion.



Player Contracts- Teams can offer players contracts up to their maximum salary slot available for as few as one year or as many as five years in the initial draft. All contracts will be stable, meaning there will be no increasing or decreasing salaries depending on year. If you are paying a player $100 this year, he will make $100 for the life of his contract.



Rosters- Each team must have 15 players on it at all times in season. Teams can also have up to three players on an "exempt list". These players can be retired players, "draft and stash" players (See College Draft), or college "holdouts" (See College Draft). Teams will not have to use their salary cap space to pay the salaries of players on the "exempt list".

Trades- Just like past auction drafts all trades must follow the 125%+$1 rule during the draft and anytime afterwards if one of the teams is at the salary cap. Teams that are under the salary cap can make trades that don’t adhere to this rule as long as the trade does not violate the salary cap. No trade will be legal if it puts you: A) over the salary cap or B) without enough money to fill out your 15 man roster.



Trading Draft Picks- Teams can trade future draft picks but just like the NBA, you can't trade two consecutive first rounders and no team can trade any picks more than three years out.



In Season- Each team must keep a full 15 man roster at all times. At no point during the season can any team go over the salary cap (unless it started the season above due to resigning of their own player). If a team does start above the cap due to their resigning of a player then there total salary can not rise in season.

Released Players- All released players will count against your salary cap for the length of their contracts.



Waiver Wire- Any player who is released from their team after the initial draft will go onto the waiver wire. If a team wants to sign a player that is on the waiver wire they will assume their last contract and the contract will then be removed from the team that released that player. The waiver wire will work in inverse order of the standings at the time the player is released if more than one team puts in a claim. Players will remain on the waiver wire for 48 hours. If no team puts in a claim for that player, then they will become a free agent open to sign a new contract with any team and their old contract will remain on the payroll of their last team.


Exempt List- Players who have not been signed to an NBA contract (whether it be free agent or draft pick), who have retired from the NBA, or who are a "college holdout" (See NBA draft) are eligible for the exempt list. Each team has room for three players on the exempt list. Teams will receive an exemption for any player on their EL which can be used to sign or trade for any player on a one year deal. Players must remain on the exempt list until they sign with an NBA team (free agent), are released/traded by their BaF team, or until their BaF contract expires. If a player on the exempt list returns to the NBA, then their BaF team must immediately activate them or release them. Releasing a player off the exempt list will count against the salary cap. Any player signed to take the place of a player on the exempt list can only be signed to a 1 year contract up to amount of money that the exempted player was making. If a team activates a player off of the EL, they must waive the "exempted" player with no salary cap penalty.

EDIT- Due to the sim not having many younger, undrafted rookies and Euro stashes, teams can now have unlimited players on their EL as long as the salary cap is adhered to. ADOPTED- 10/2019


Retired Players- A player who retires from the NBA will be placed on the "Exempt List". Teams will not be responsible for a players salary as long as they are on the "Exempt List". If a player "unretires" during the course of the BaF contract, then that team will resume responsibility for that contract.


NBA Draft- A lottery will be held to determine draft order for the 14 teams which fail to qualify for the NBA playoffs. This will also mirror the actual NBA lottery. We will hold our two round draft the week before the actual NBA draft. No team can ever have more than 15 players on their active roster or go over the salary cap to sign a drafted player. Drafted players will have salary slots which are listed below. All first round draft picks will be automatically signed for three years. First round picks have a fourth year option that must be picked up by the end of the players second year. All second round draft picks will be signed for two years with a team option for year three which must be picked up after year one. Teams are responsible for managing their salary cap and roster to ensure that they can fit a rookie onto their team at their draft slot. If a team drafts a player that signs with an NBA team, they will have until that seasons trade deadline to sign him. If they can not agree to a contract within that time, then that player will become a free agent.


"Draft and stash"- Teams that do not have a roster spot and/or salary space can draft a player who they will "stash" on their "Exempt List". A player is only eligible for this list if they do not sign a contract with their actual NBA team after being drafted. These players can remain on the "Exempt List" until they sign an NBA contract. Once they sign a contract, the team must take them off the "Exempt List" and sign him at the rate that their salary draft slot dictates. If a team does not have enough room under the salary cap to sign that player, then he will become a free agent.

"College Holdouts"- If a team does not have the salary cap room to sign a draft pick that player will "holdout" until that seasons trade deadline before becoming a free agent. The team holds that players rights until the trade deadline but must be able to sign him by in time period or else that player will be a free agent. A "holdout" can be placed on the teams three man "exempt list" assuming they have room. The year on the exempt list may count towards his original contract length (for example, a second round pick who would normally be signed for two years and $10 a year who spends on a year on the exempt list will be a free agent after playing only one season with the team who drafted him and placed him on the exempt list for a year.)


Free Agency-

Free Agency- Free agency will begin three days after our college draft is completed. A team can offer its own free agent a maximum of a new five year deal if it holds its "Bird rights". A team can offer another teams free agent a maximum of four years on a new deal.

Free agency is designed so that players are more likely to resign with the team they finished the season with. This is done both through the extra year available to their current team as well as their current team being able to go over the salary cap to resign a player who was under contract for three years.

Teams can go over the current salary cap, by as much as 10%, to resign their own free agent if that player is coming off of a minimum of a three year deal.

Free Agent destination preference will be based on five categories. 1. Franchise success in a three year period. 2. Star player. 3. Player happiness. 4. Future (youth+draft picks). 5. GM activity level

Amended- GM activity level is no longer considered when determining FA destination preference.

In season, free agency will be on a first come, first serve basis with the exception of when a player is coming off of waivers. In that instance, the current league standings will play a weighted role in determining where a FA will sign.

Amended- Players bought out midseason can only sign a contract with a new team for the number of years that their previous contract had on it at the time of the buyout.

Team Defense:
1. Straight - (Basic man to man defense with no adjustments)

2. Switch - (Pick and Rolls will be switched nullifying the pick and roll while possibly leaving a poor matchup)

3. Attack - (Defenders will attack the perimeter helping to reduce three point attempts and allowing for more drives to your interior defense)

4. Passive - (Defenders will protect the paint area more by sagging off defenders. This will reduce drives and post passes but allow more outside shots)


Commissioner's Powers- The commissioner has the ability to act in the best interest of BaF and has the ability to change or modify these rules or add to the rules if needed over the course of the League.


RULE CHANGES

ROSTER SIZE- Each team only needs 13 players signed to their active roster rather than 15. Goes into effect beginning in the 2018 offseason and 2018-19 season. Approved 9/1/17


FREE AGENT SIGNINGS- Players that sign as a free agent cannot be traded until after January 15th of the SIM season. Approved 6/24/18

EXTENSIONS- 90 plan- A team can extend a player on his rookie contract by three years (maxing out his rookie deal at seven years before UFA). But in order to do that, the team will need to pay. To "buyout" three years of free agency, a team will need to give the player a 90% raise after his rookie season. This raise will go into effect immediately and the player will be extended and now be under contract for six years at his new rate. A team will need to have the cap space in order to extend the player. At no time, will an extension be allowed to put you over the salary cap.

OR

60 plan- A team can extend a player on his rookie contract by two years (maxing out his rookie deal at six years before UFA). To "buyout" two years of free agency, a team will need to give the player a 60% raise after his second season. This raise will go into effect immediately and the player will be extended and now be under contract for four years at his new rate. A team will need to have the cap space in order to extend the player. At no time, will an extension be allowed to put you over the salary cap.

OR

30 plan- A team can extend a player on his rookie contract by one year (maxing out his rookie deal at five years before UFA). To "buyout" one year of free agency, a team will need to give the player a 30% raise after his third season. This raise will go into effect immediately and the player will be extended and now be under contract for two years at his new rate. A team will need to have the cap space in order to extend the player. At no time, will an extension be allowed to put you over the salary cap.

As the extension rule is written now, teams can only sign a drafted player to a max extension after their rookie season. After the second season a team can offer a player a reduced extension but that salary reduction means a fewer year is added on. The same thing goes after year three, lower money but fewer years.

K-DOT's extension amendment...

Rather then forcing a team to make the decision to offer a max extension to a player right after their rookie season, it is now proposed that a team can extend a player the max number of years at any time if the team is able to prorate the maximum salary that player would have gotten if they were extended after their rookie season.

For example, the #1 pick in the 2019 draft Zion Williamson. If Indy wanted to offer a maximum extension next offseason, they would get Zion for an additional three years at a much higher rate. His contract would go from $67/3 to $128/6. Indiana would have control of their drafted player for three additional years but would pay him an extra $567 total to buyout those first three years of free agency. If a team (Indiana in this case) could not afford to pay that max extension after the players rookie year or wasn't sure if they wanted to commit to a player after only one season then they can offer an extension with the maximum number of years at any time prior to the final year of his rookie contract by prorating that $567 over the remainder of the contract.

I know it probably looks complicated but it really isn't. Offer a maximum three year extension at any time before the final year of a players contract. But just prorate the total amount of salary the player would've gotten had you offered that deal after his rookie season. This will give teams a little more flexibility moving forward with their draft picks.

I'm sure there will be questions, so feel free to ask. Voting will begin in a few days and will end by 9/27. Majority rules so 16 yes votes will be needed in order to add this to our extension rule.

BAF SIGN & TRADE PROPOSAL

Once a free agent player's incumbent franchise wins a bid on the player, effectively re-signing him. That franchise would then have an initial 24hr window from the winning bid announcement time stamp, to pursue a S&T of that player with another team, if they so choose.

The incumbent franchise who's won the bid to re-sign their own player, must then notify the commissioner via PM, within the initial 24hr window of the winning the bid announcement, of their intention to S&T that player to one specific team.

That time stamped PM sent to the commissioner, would then start the clock on a secondary 24hr window to execute the S&T with the specified team.

If the trade is not consummated within the secondary 24hr window of the S&T time stamped PM that was sent to the commissioner, the re-signed player then becomes subjected to the January 15th newly signed free agent trade moratorium rule, and is no longer eligible to be moved before the aforementioned date.

TAKEAWAYS

• Team GMs can only pursue S&T scenarios for players they hold bird rights to, whom were on their roster at the end of the previous BaF season

RULE CHANGE

- In respect to the draft- Once the draft begins no GM can name drop any player who has not been picked in the draft to that point. All discussion can only be about players who have already been selected. This has not been an issue as far as I can recall but just stating what should be the obvious.

In respect to free agency- Once a player has a bid placed on them, no GM can mention them publicly in the discussion thread. Bringing up any players name or anything that can be used as an identifier of said player once he has a bid announced in the free agent thread will be prohibited and deemed as tampering. Once the player has signed his contract, then all discussion on that player can resume. This rule is meant to stop the manipulating of bids and tampering with free agent negotiations between player and team.

New rule proposal: Draft picks having similar rights as bird right FA's

Since we recently implemented a "soft cap" where teams can go over the cap to sign there own FA's (using bird rights). Similarly draft picks should have similar rights to a team. Teams with draft picks should have the same rights to there players as a pending bird right free agent would.

Teams would have the ability to go over 10% of the cap to sign draft picks so they wouldn't have to "hold out". Similar to bird rights if a team signing a draft pick takes them over 10% of the cap he will go to "holdout" status until the trade deadline like the current "hold out" rule

"College Holdouts"- If a team does not have the salary cap room to sign a draft pick that player will "holdout" until that seasons trade deadline before becoming a free agent. The team holds that players rights until the trade deadline but must be able to sign him by in time period or else that player will be a free agent. A "holdout" can be placed on the teams three man "exempt list" assuming they have room. The year on the exempt list may count towards his original contract length (for example, a second round pick who would normally be signed for two years and $10 a year who spends on a year on the exempt list will be a free agent after playing only one season with the team who drafted him and placed him on the exempt list for a year.)

This rule proposal not only allows bad teams to continue to build through the draft without the worry about being $1 over the cap and having there players hold out. It also allows good teams spending top dollar to put the best team out there and the ability to also sign there draft picks without having to move assets as they are up against the cap. Since we now have a "soft cap" in the game it only makes sense to treat bird right FA's and draft rights similarly in the game.
