Whoever was saying Hart was a "value contract" because he was being paid 1/6th of the cap,

This is what a "value contract" looks like for a bench player.

he represents a legit bench guy we can integrate into our rotation now at an exceptionally low cost

or

a quality deal chip that other teams will value because he's an excellent player to obtain this cheaply

This is good cap management and asset protection

He's going to play over Flynn, easily. The Knicks needed to get him some minutes. He's better than garbage time.

Feels like a lower risk gamble by the FO. They’ve resisted trading McBride, according to news reports so they probably see something they like.

If the man becomes a 3&D, he will be very high value

I like it but the 3rd year should have been a team option. not enough to get mad about though

I'm not sure this means he will be part of the rotation going forward. The Knicks will still probably look to upgrade the bench this offseason. I remember people jumping to the same conclusion when we extended Sims but that seems to have been a cheap contract for a 3rd string player that had been part of the system for a while. If he develops into a rotational player it is great. If not it's not much more than the minimum and can be moved easily or retained without taking up much cap-space. Are there player or team options in deal? It also seems like a nice way to show that he is valued when most of his peer group has been traded away in the last 6 months.
