Rules:
Draft:
1. How many Rounds will there be?
We will Drafting a Full non-IL NBA Team here. Meaning there will be 12 Rounds \of Drafting for each of the 12 ACTIVE Roster slots an NBA has.
2. What about the 3 In-Active slots (or Injury slots as they used to be called)?
After the 12 Rounds are over, we will have a quick "first come first serve" setup where everyone will have an equal shot at Free Agents left to fill out their last 3 spots of their Roster.
3. How long do we have to make each Draft Selection?
- During Rounds 1-6 you will have 8 Hours to make your Pick. The countdown starts from the Timestamp of the last person who picked before your Pick. So for example, if Team A makes their selections at 8:30 PM, Team B has until 4:30 AM to make their Pick.
- During Rounds 7-12 you will have 6 hours to make your Pick. The countdown starts from the Timestamp of the last person who picked before your Pick. So for example, if Team A makes their selections at 8:30 PM, Team B has until 2:30 AM to make their Pick.
4. But what happens if a Team doesn't make their Pick in time?
Just like we did in Build a Team 1.0, and just like they do in the NFL...your Pick will be skipped, and the next Team will be on the Clock starting immediately at the end of your timeslot.
So for example, if your Pick was supposed to be in at 4:30 AM, and you didn't make it, then the next Team immediately goes on the clock. Also, just like the NFL, the prior Team still has a chance to make their Pick at any time. It becomes a situation of who posts their Pick first between the two Teams gets that Player.

Roster:
5. What Players are eligible to be on your Team or be Drafted?
Any Player currently under NBA Contract is eligible to be Drafted. This includes any Player who has been Officially selected in an NBA Draft.
6. But what about Draft Rights? And can we circumvent the rules?
- No, International Players may only be Drafted by a GM if their are signed to an NBA Contract, or you can provide proof (IE: a link to a legitimate News Article), that they plan to play in the League next Year, or have played in Summer League.
- No, you may not circumvent the Rules by picking a Player like Fran Vasquez, to fill out a Roster spot cheaply. You can Draft Omar Cassipi and Rodrigue Beaubois, but not Ricky Rubio unless the aforementioned proof can be provided at the time of where you're Drafting him.
- You are allowed to Draft Players like Cuttino Mobley, as long as their Salary is still on the Books for the 2009/2010 NBA Season AND as long as it can be traded. A Player that meets only one of those criteria may not be Drafted.
7. What's the maximum number of Players each Team may have?
Each Team may not carry more than 15 Players at any given time. If you are over that limit, you will need to cut the amount of Players necessary to bring you back into good standing.
8. How do cut Players effect a Team?
Each cut Player counts on your Cap at 75% of his current NBA Salary for the duration of his Contract. So decide wisely with Roster Management!
9. When can Players be cut, and how are they put back into the Pool?
- Players can be cut as soon as the 12 Rounds of Drafting are complete.
- Cut Players will have 1 Day of "Waiver Clearing" before they can be picked-up by another Team. This is done so that every Team has a fair shot at a Cut Player. The countdown to clear "Waivers" begins the moment (timestamp of post) at which the Team that owns that Player cut him.
- Once you cut a Player you cannot rescind it, as the "Paper Work" has already begun.

Trades:
10. What about Trades, when can they start happening?
Trades can be made anytime after the 1st Pick is made.
11. What can be Traded?
Any Draft Pick in the 12 Rounds may be traded at any given time after the 1st Pick is made. BUT, you must send out the same number of Draft Picks you receive. This is to ensure that we don't have the problem we had in Build A Team 1.0 where some Teams did not have the same amount of Players as other Teams.
12. Will Salaries be taken into account with Trades, meaning will Salaries have to match?
- During the 12 Round Draft, Salaries in Trades WILL NOT be taken into account. Players can traded for any other Player regardless of Salary difference.
- After the 12 Round Draft, Salaries WILL be taken into account, so make sure you take that into account.
13. What if a Trade is deemed too uneven (IE: lopsided)?
If the League deems a Trade too uneven, it will be tasked to any 3 Judges to vote on whether the Trade will go through or not in a separate Judge vote Thread, that will be linked back into this Thread for future record purposes.
14. Can future Draft Picks be traded?
No. No team may trade a 2010 or beyond Draft pick at point or in any Trade during this Process. This is to ensure that all Teams have a level Playing Field after the 1st Year is complete, and to make sure one GM doesn't do an "Isiah" and screw his Team in the future. This is also to ensure things don't get too complicated.

Judging & Determining a Winner:
A winner will be determined as follows:
- 1 NBA Year will be SIMed in either NBA Live or NBA 2k9. Including the Playoffs. The results of this will count as follows (A Total of 50 Points allotted for this criteria, since actual Game Play & Team Performance is a major factor in this as it is in Real Life):
All Points are cumulative per Team for a maximum of 50 Points.
- Each of the Judges will rank the 30 Teams based on the following (as you get lower down the list each factor is to weight less than the one above it). A Total of 65 Points allotted for this criteria:
- Each GM in the League will rank all 30 Teams including their own. The average spot of each Team will be done and each Team will be then ranked 1-30. A Total of 30 Points allotted for this criteria. Each spot down the list will subtract 1 point from 30. So a Team ranked 1st by all the GMs would get 30 Points from this Criteria, and a Team ranked 30th will get 1 Point.
In the end, all Points from the 3 Criteria will be tallied, and the Teams will be ranked from Most Points accumulated to Least Points accumulated. All 3 Criteria will give us an average of how each Team would fair on 3 different levels of judging: from hypothetical Game Play, to unbiased Judging, to How your Team is viewed among your Peer GMs (much like the League does).
We know everyone can't be pleased, but this way we have a detailed set of framework and groundwork laid out and the Build A Team 2.0 can go forward with very little hitch unlike Build A Team 1.0
As we advance each stage of Criteria, Teams will move up and down the Standings until the Final Total Points are tallied. So for example a Team may be ranked #1 when we do the SIM, drop to #5 when we move to the Judges Scores, and end up #2 when we add in the GM Ranks.
The Maximum total Points one Team can have is: 145

- For The Future - Has a young promising nucleus that is the future of the League. 10 Points
- Cap Management - Maintained good Cap Management in building their Team (set to the current real life NBA Cap). It's Okay to go over the Cap, just not by $25 Million from the real NBA Cap or else your not considered for this Criteria's points.10 Points
- Roster Management - Built a Team that has Stars, Role Players, and/or Young Talent & Vets. 5 Points
Each Judge will go through the Team, and for each category they feel the Team can compete in, they assign that Categorie's points to that Team, then add them up at the end. There are 5 Categories in total. They would repeat this Process for each Team.
Example: The Hawks. Using a fake hypothetical roster, let's say they have a Contending Team, so they get 25 Points for that Category, and 15 Points for Winning Team automatically. They didn't pick many young promising Players so they don't get 10 Points here. They were smart with their Cap Management (see above), so they get an additional 10 Points. They were smart with their Roster, and they get an additional 5 Points. So the Hawks would get a a final vote of 55 out of a maximum 65
