Depends on the deal. It's just that the statement is incorrect lol.
People say this all the time and every year there are multiple high level starters/all-stars or better from 6-19. The only difference is that they aren't as sure-fire as the potential of the top 2-3, but they're around, and scouting is much more important. I just take the claims of "talent ends before (insert Magic pick) after being here 15+ years with a grain of salt.
