you have said this general statement multiple times, one that i agree with. People seem to think that what you see with a player at 20/21 is what you get for their career. Jason Kidd actually learned to become a decent shooter in his later 20's, you have also mentioned Rodman's later development. Players can improve and get better more than 1 year after entering the league


Think about Chauncey Billups bouncing around the league before landing at a home then developing into a Finals MVP. Many players don't find their game until after age 25. A lot of it comes down to a players desire and motivation to prove themselves and be the best they can be.
