And no, nobody scouts 200 prospects, especially general menager and president of B. operations. You can today already know prospects for 2021 and have preview who will be in first round and how strong draft is.
If you go back in 2012-2013 or 2014 you can track down almost all top lottery prospects being pretty good for youth nationals or dominating highschool hoops. Just like every random fan knows who will be top 2 picks in 2019, experts know who will be first round picks.
Knowing who will be the Top 10 picks is easy, but choosing the right ones is complicated, not all of the picks will be good, so they need to scout hard to really understand the players and what he can give.
