Not that I think this would ever happen (they can't really just 'cover the loss' since Dwight would get endorsement money wherever he goes), but Stern could only veto trades with the Hornets since the NBA was running the team until they got an owner. He can't just veto any personnel move, can he?
Besides, on what grounds could Stern veto a player signing where they want? He couldn't veto LeBron and Bosh signing for less in Miami.
Look at an MLE deal (don't know maximum length), and then look at the max Dwight could get in a sign-and-trade with Bird rights. The TOTAL difference is too big for a shoe company to make up, considering that Dwight would be making significant endorsement money to go along with a max contract.
The Bird rights do give Orlando some leverage in this, and it seems Orlando is willing to stay put and play that hand out. (sorry if I got some of my CBA details wrong.) Both parties can tell the other to essentially f-off, but both parties come out best in the end if they can come to agreement.
