Vet-min contracts count in full to the cap, lux-tax and aprons. What is unique about them is that they are an unlimited exemption. That is, no matter the current spend, a player is always allowed to be signed to such a deal (with the consequences thereof.
For example, the Magic has this vet-deal to sign for Mr #15, but to do so would throw the team over the 1st apron.

One thing of interest here: the two-way contracts do not count to the cap. As up to 50 NBA games can be played, this will be a super useful exemption for Orlando this year. In particular, as mentioned by someone here, one of the two-way players could be the effective 3rd big until M-Wagner returns in full.
On the summer league the Magic has Kylor Kelley, Lynn Kidd, and Márcio Santos. As best as I can tell, Kelley is ineligible for a two-way contact.
Lynn Kidd and Márcio Santos are both potentials here. Kidd is a five-year collegiate who is a good-body. Santos has Euro championship experience.
