Superstars are guys who initiate an offense and who can score at every level.

Maybe I'm not being clear. Who are the superstars in the league? LeBron, Luka, Curry, KD, Jokic, Giannis, Kawhi, Embiid...
Aside from Embiid, all are players who initiate their offense a majority of the time they are on the court and are the guys with the ball in their hands making the decisions at the end of games.
Both Chet and Jabari would have to drastically improve their handle and vision to become an offensive initiator. Paolo already has that in his bag of tricks. Jabari and Chet can be the screener of a PnR while Paolo can be the screener or the playmaker.
Paolo is the archetype that could become a superstar - big wing with high BBIQ who can initiate the offense in crunch time. Jabari and Chet are the high quality role player archetype who could be all stars because they are good at a specific role - not making decisions that effect the whole game.
