Correct.
Darvin Ham has been an assistant under Mike Budenholzer since 2013. First in Atlanta and now in Milwaukee. He didn't cross paths with John Hammond.
Hammond was in charge of the Bucks basketball operations from 2008 to 2017.
His three head coach hires were Scott Skiles, Larry Drew, Jason Kidd

I definitely liked Atkinson as a potential fit a lot, but he didn't interview anywhere. So I can't really kill the Magic (or any of the other teams) for not hiring him.

I've always heard the opposite of that. This isn't really how it works.
What happens is that teams will sometimes negotiate what's called offset language into a coach's contract.
So if a coach gets fired with 2 years 10M left on their contract andthey get a new head coaching gig, whatever their old team owes them will be reduced by what the new team pays them.
Basically it's contract language that teams like to have in place so they can get off the hook for some money in the event that they get rid of their coach and he gets a new job.
Steve Clifford can absolutely take a head coaching job if someone was offering it to him. So can Atkinson.
Many companies have a non compete clause for a certain period, especially if you're still getting paid.
I've heard before that if you have years left on your contract and get fired, if you breach the non compete, you lose some of the money still owed to you. So in my opinion that Atkinson won't take another head coaching job until that contract is up. Look at Kidd, his contract was finally up with the Bucks after this season. He like Atkinson took a western conference assistant coaching job.
Coaches are usually pretty tight lipped about the process, because they sign a non disclosure along with the non compete.

not usually for the coaches. They have that offset language. Some coaches take that year off of travelling and such, keep the wife happy for a year. or they dont want to give any money back to a team so they do it for spite
