I don't think offering nothing gets a player like Ross. You should feel lucky that you get to watch one of the best young players since Lebron, but like Lebron, you have nothing left to put around Luka because you used everything to get him and KP.
The team has pretty good depth though. Luka, KP, THJ (kinda hot right now), Delon, Kleber, Powell, DFS, Boban, Barea, Brunson, Seth Curry, Justin Jackson...that's a nice 12 man rotation. They have Roby (2nd round rookie) who has an intriguingly versatile skill set, but it still raw, Lee (sizable expiring), and Broekhoff (3 point specialist), but they rarely ever play.
And in terms of what else they can offer in a trade, possibly the max of $5.6 million, Golden State's 2nd round pick this season, a 2026 first round pick, and pick swaps in 2020, 22, and 25.
They can also get creative by removing the pick protections on the 2023 first they gave to NYK, then ask a team to send them unprotected 2021 and 2023 picks, so that they can dish out unprotected first rounders in 2020, 22, 24, and 26. That way the team is able to give a team 2 first round picks in a deal.
On top of that, the Mavs have a sizable TPE from the Harrison Barnes trade, which they can use to get someone who's salary is up to $11.8 million.
But if Ross is a keeper, then nvm. What about Fournier though?
