Take the bottom 8 teams with the worst season total record, and then slot them based on the last 10 games of the year where the team with the most wins in the last 10 games of the year, of the bottom 8 teams, gets the first pick.

The team in the bottom 8 with the second best record in the last 10 games gets the number 2 pick.

The team with the 3rd best record of the bottom 8 teams gets the number 3 pick and so on.

This provides high picks for bad teams, but does not reward teams for tanking at the end of the year. It also creates lots of play in drama.
