I think it's because executive of the year is voted on differently than the other awards. I don't think it's one of the original awards, maybe even an official one.

The executive of the year is voted on by other GMs, and I think Sporting News handles this award.

The rest of the awards are voted on by select media people who are involved in covering the NBA. Pretty much someone like Schmitz or Denton who covers a specific team -- media guys for every team -- and then some national guys are the voters for all the player awards, and the lobbying is aimed at those guys. Not every media guy who does have a vote can vote in every category.
