This "vacuum" is also a contributing factor to why the NBA is not at the level of the NFL (and arguably the MLB). In the NFL, the disparity among the teams aren't as pronounced. Teams can seemingly come out of no where and win it all.

Stern needs to make a lot of changes if he wants to improve the NBA to an NFL level. He can start by getting rid of this vacuum.
