I don't buy it. Scouting reports aren't fortune tellers. You can be handed the best scouting reports in the world, but a decision still needs to be made.
I'm not going to give Morey credit for whoever the next guy takes at 22.

I should rephrase. Daryl definitely drafted Maxey and should always get some credit for it... Had final say. Again could've messed it up and they drafted who he was on board with. But, I don't think he could've done the work ahead of time that makes him look like some sly genius.
It definitely takes the scouting department and front office a number of weeks to put together a draft board, especially one that goes into the 20s where you have no idea where guys will fall, so many possibilities, including guys that end up in the 2nd round and you are likely in "best available by our standards" territory. Houston didn't have a first round pick that year, So I doubt he was already doing that work before he was in Philly...., And he was hired two weeks prior to that draft I believe.
I should say that I don't think He put together a scouting team or have some especially keen eye where he saw something in Tyrese that no one else in the league ever did that fast.
Due to COVID they didn't have any workouts or in person visits, or traditional combine.... And the virtual interviews took place prior to Daryl getting hired. So it would have made sense for him to have deferred to the head coach and Brand who understood the roster and went through that process talking to prospects after he reviewed what their plan was. They wanted a guard. Brand traded Fultz for the pick. Rivers had positive history drafting and developing guards... Such as SGA a year prior. Just seems like the groundwork was there before.
