Long term we would still need to determine if a role like that is best for Simmons, and Embiid, but there is a chance that it can work.
To me it will come down to determining what the best position for Simmons to defend is. If he is at ease defending 3's(as I suspect) then Okafor may have enough of a role on this team for him to stay. 
Otherwise, he will have to be traded.

Assuming that Okafor was an offensive positive, which is still not a given, I still don't see how it would work offensively.
Embiid and Simmons are likely to be 55-60% usage between them.  Okafor has been a 27% usage player thus far and that's unlikely to change in the role you envision him in.  How are all 3 going to be able to get all the touches they need/want if they're sharing the court?
I'm expecting Simmons to be a ~35 min player and Embiid to be a ~30 min player.  This means that if Okafor is playing 25-30 mpg, he and Embiid are sharing the court for 7-12 minutes.  So you're either giving them those 7-12 minutes together while Simmons is off the court (meaning you're reducing Embiid and Simmons' minutes together to fit around Okafor), or you're playing all 3 together and cutting into Simmons'/Embiid's usage just to get Okafor more touches.  Both options would have Embiid and Simmons making sacrifices for Okafor.  This seems incredibly foolish - why would we marginalize our top two players to fit in Okafor, especially given that he hasn't shown to be an offensive positive yet?
This is even worse when we already have Saric who doesn't require as much usage and likely fits better with the others than Okafor does.
Now add in that we're very likely to end up with a top 5 pick that is going to be playing 20-30 minutes and likely demand 20-25% usage, and the fact that you're almost always going to want two 3 and D guys with around 15-17% usage on the court as well and you're looking at a complete mess.
One of the reasons it makes more sense to prefer Noel over Okafor is because you don't have the usage issues with Noel.  He's only commanded 17.8% usage thus far in his career and it's a lot easier to envision him succeeding with significantly less, whereas the style of Okafor's game makes that difficult.
Notice that none of this even addresses defense, which would be ridiculously lol.
