Because the Sixers were intentionally vague when describing what happened. "Didn't heal properly" doesn't sound as bad as "he re-broke his navicular", even though the two descriptions aren't mutually exclusive.

It isn't fair.
If he rebroke the foot it would have been an immediate crisis necessitating that he stay off the foot entirely, and get surgery ASAP. He had no pain, and they let him walk around without a boot for a month or so, and they NEVER would have done that had he broken it again.
It is simply inaccurate to say that this was a second injury.
It doesn't matter though since the bone graft seems to have repaired the bone entirely. I hope to God that it holds up. At this point it is probably more likely that he will break the other foot than rebreak this foot since the bone graft makes the bone stronger/ thicker than it was before.
