The salary works with a Green+Furkan+Scott+Ferg/Bradley package. There's also ~10M lying around in Horford and Ennis exception money.
Lowry to Philadelphia could be our Marc Gasol -> Toronto moment. But unlike Marc who, by then was already a shell of his former self, Lowry is still an allstar caliber talent; and the fit is seemless. He's an onball creator, can score from all three levels, a strong playmaker, gets to the line, draws charges, defends....
The worst part about it would be losing Green, but he's replaceable.
I wouldn't be shocked if Masai couldn't get a bidding war going between the Atlantic teams alone.

That's my point.
Do you give up Shake plus assets for LaVine? Shake is almost 2 years younger than LaVine and $18M less expensive, and signed for 1 more year. But is his production and skill set close enough to LaVine that you keep him rather than making the trade?

The Jrue trade was artificially driven up by Milwaukee because they thought they might lose Giannis if they didn't. That doesn't set any realistic precedent, and if that's what the Bulls will be basing their expectations on, then the whole deal is DOA before it starts.
